The council is currently forming a five-year master plan which it hopes to implement with the annual city budget in August.“Had it not been for a five-year list five years ago we would not have been able to plan for and complete projects such as Vandenburg or the Lincoln Street project,” Collins told the audience.The meeting offered few surprises and reiterated some of the various Wellington concerns by many in the community.Wellington streets in need of disrepair or getting rebuilt was the main focus by those in attendance – such as Westborough Addition in western Wellington; H Street in southern Wellington and Hillside Street in northern Wellington leading to Worden Park.Collins provided the Capital Improvement Project list that was also published earlier this week on this website (and listed below). Currently there are 91 projects on this list. Of those 91, 12 are street projects and 34 are public works project.Of those projects, there is nothing concerning Westborough or H Street. Hillside is scheduled for 2016 and that is for $100,000 to reconstruct the gravel road. It is unclear whether that is to include paving.A few of the questions from the audiences were why that was. Collins said city policy dictates that once roads are improved to city standards then the municipality is responsible for maintaining those roads for the duration of eternity. In other words, new roads are paid for by property owners. Then if they meet city standards the municipality will maintain them.He also said the budget allows only so much for street repair – $235,000 on an annual basis.“That is spread awfully thin, folks,” Collins said. “We have major miles of streets and a lot of street repairs to cover.”The Westborough road issue was arguably the biggest source of contention from property owners in the past year. Collins had proposed a $1.06 million Westborough rebuilding project provided the property owners pay for half of the project. In order to move forward with the street project, the city was asking for 50 percent approval from the property owners through petition.That proposal failed and there is nothing on the Capital Improvement Plan to improve the roads in the next five years. Collins said the property owners have never been special assessed for paved roads in the area, only for curbs and gravel.Jeremy Jones, Wellington Public Works Director, said many of the street projects are prioritized on maintenance rather than reconstruction. For example, the city will be patching Woodlawn Avenue, one of Wellington’s better roads, even though it was rebuilt about 15 years ago. The reason? It did not want the street to deteriorate into becoming a $1.5 million reconstruction project down the road.Collins said several other factors play a part in the process such as the amount of traffic a road receives.A couple of people in the audience were questioning how the budget is allocated. For example, why there is so much money in the utility fund and not the street department?Collins said transferring money from a utility fund to say the street department is difficult because the utility funds come from utility customers while streets are funded through property tax. Someone asked whether a quarter-cent sales tax sunsetting on Sumner Regional Medical Center in December could be used for street repair. Collins said that is a possibility but that has not been seriously discussed at this point.Another audience member asked why a heated fishing dock is scheduled to be built in 2014 for $80,000 but improvements to Hillside isn’t scheduled until 2016.“Why don’t we reverse that,” the audience member asked. “There are more people that use Hillside to get to Worden Park than to fish.”Collins said that the fishing dock has to do with a federal grant. If the city does not obtain the grant then it will not be built. As far as Hillside goes, the council is looking at various options including stepping up the project to 2014, he said.
